Arizona Game and Fish offers grant money to improve public boating facilities

PHOENIX — The Arizona Game and Fish Department anticipates offering up to $500,000 in federal grant money to enhance and improve public boating facilities at Arizona lakes and waterways over the next two years.

“If you enjoy boating on Arizona waters, this money is specifically for improving that kind of recreation,” said Ron Christofferson, the Arizona Game and Fish Department’s boating facilities program manager. “The department makes grant funds available to applicants who wish to complete boating facility projects that otherwise might not receive funding. This is the opportunity to apply for these grants.”

The funds are anticipated to be available during the next two state fiscal years both through the Clean Vessel Act and the Boating Infrastructure Grant. These federal programs focus on pumpout facilities for onboard restrooms, as well as public boating facilities specifically intended to accommodate watercraft over 26 feet in length. Funding for the grants is provided by federal taxes on the sale of equipment related to fishing and boating, and on motorboat fuel.

Many such projects have been completed in Arizona over the past decade, including new courtesy docks, pumpout stations, pumpout boats and marine fueling stations. Such improvements have previously been funded at Canyon and Bartlett lakes, as well as Lake Pleasant, Lake Havasu and Lake Powell.

“This is an outstanding example of a program where the people who pay fees and taxes directly benefit from the grant funding,” Christofferson said. “In this case, anglers and boaters pay federal taxes on fishing tackle, equipment and motorboat fuel. Then this money is allocated annually back to each state to support projects anglers and boaters can enjoy.”

Agencies, marinas and individuals eligible for the grant money are those with legal ownership or control of public boating facilities on any Arizona public waterway where boats are allowed to operate gas motors without horsepower restrictions.

Grant funds are awarded through a competitive application process, and applications are reviewed and judged on the basis of priorities, project feasibility and overall merit as they relate to the current needs of the boating public. No state funding is currently available through these programs.

Grant applications must be received at the department’s Phoenix headquarters no later than 5:00 p.m. on Monday, July 2, 2018.

Trail camera rule change subject of webcast May 29

PHOENIX –– The Arizona Game and Fish Department will host and webcast a public forum on a proposed rule change within Article 3, “Taking and Handling of Wildlife,” at 6 p.m. May 29 at department headquarters (Quail Room), 5000 W. Carefree Highway, Phoenix.

The webcast can be viewed at www.azgfd.gov/webcast. The topic of discussion will focus exclusively on a proposed rule change by the Arizona Game and Fish Commission pertaining to the use of a trail camera within one-fourth mile of a developed water source.Questions can be asked in-person in the department’s Quail Room, or submitted by e-mail during the forum at questions@azgfd.gov. The final rule will be presented to the five-member commission at its June 8-9 meeting at the Mazatzal Hotel and Casino, Highway 87, Mile Marker 251, in Payson.

What to do if you’re in a boating accident

PHOENIX – While no one anticipates that their day on the water will be cut short by an accident, all boaters should prepare for the unexpected and know what to do in the event of an incident.

If you are in a collision or accident while on one of the state’s waterways, Arizona law requires you to:

  • stop and render aid at the scene of the accident;
  • help those that have been injured and provide any assistance necessary unless doing so would endanger additional passengers or boats; and
  • exchange names, addresses, contact information and the boats’ identifying numbers with anyone injured in the accident and/or the owner of any property that was damaged.

If it’s an emergency, call 911 if cellphone service is available. When preparing for an outing, boaters should take note of which law enforcement agency has jurisdiction on the waterway in order to call for assistance if needed. In addition, the National Safe Boating Council recommends that boaters carry at least two communication devices that will work when wet. For example, an emergency position indicating radio beacon (EPIRB) and personal locator beacon (PLB) both transmit a coded message to the nearest rescue coordination center.

Rattlesnake Fire closures impact turkey hunts south of Alpine

PINETOP — On April 26, the U.S. Forest Service announced new closures due to the Rattlesnake Fire burning south of Alpine, which will affect access for turkey hunters heading to Game Management Unit (GMU) 27.

Forest Road 26 is open to vehicles, but the area south of the roadway is closed from FS Road 26 to FS Road 587. Additionally, trailhead closures are in place between FS Roads 26 and 54 east of Highway 191. The Black River south of Buffalo Crossing is also included in this closure.

Areas in Unit 27 outside of the expanded Rattlesnake Fire closure area on the Alpine Ranger District that turkey hunters should consider during the closure include:

FS Road 281 all the way down into Blue River.
FS Road 403 just west of Alpine.
The middle mountain area along FS Roads 37 and 405.
The Indian Peak area along FS Roads 58 and 59, just south of Alpine.
FS Road 276 west of Alpine, down into the East Fork of Black River.
FS Road 567 east to Blue River.
FS Road 184 east off of Highway 191.

AZGFD asks successful spring turkey hunters for a hand — uh, leg

PHOENIX — The Arizona Game and Fish Department is seeking help from successful spring turkey hunters as it continues to monitor the state’s wild turkey populations for an emerging disease.

All hunters who harvest a turkey – including youth hunters whose seasons begin next week — are asked to consider donating one of the bird’s legs (or heart) by bringing it to any of the department’s regional offices statewide. The leg should be removed at the joint above the foot (see diagram). Legs and hearts should be kept frozen in a sealable plastic bag.

Lymphoproliferative Disease Virus (LPDV) is a virus that has the potential to develop into a deadly cancer in wild turkeys. To be clear, the disease is not harmful to humans. Little is known about the disease, although it is highly likely that it is only deadly in a small percentage of birds.

To Report Dead Wildlife

The public can report their observations of other recently dead wildlife by calling the Wildlife Disease Hotline at 877-972-8426. Wildlife health personnel will respond Monday through Friday during normal business hours. You can leave a message if it is before or after business hours. Fresh samples are required for testing. A recently dead small animal or bird may be collected by wearing gloves, double bagged, and frozen. If you have a wildlife related emergency, please call our 24 hour dispatch center at (623) 236-7201.

U.S. Fish and Wildlife Service proposes reclassification of humpback chub from endangered to threatened

PHOENIX — Through collaborative conservation efforts, the once-dwindling endangered humpback chub has been given a fighting chance against the currents of extinction, building a wild population large enough to soon be reclassified as a threatened species by the U.S. Fish and Wildlife Service.

The success was due to the efforts and commitment of multiple agencies, including the Arizona Game and Fish Department (AZGFD); Colorado Fish, Wildlife and Parks; Utah Division of Wildlife Resources; U.S. Fish and Wildlife Service (FWS); National Park Service; U.S. Bureau of Reclamation; U.S. Geological Service and others. As a result, the FWS recently conducted a species status assessment with assistance of AZGFD staff and determined the fish is no longer in danger of becoming extinct.

Within the next year, the FWS will propose the chub, which is found in the Colorado River below the Glen Canyon Dam in Page, be reclassified from endangered to threatened.

“The recommendation is based on sound science and data, and is the result of great conservation efforts implemented throughout the Colorado River,” said Chris Cantrell, AZGFD Aquatic Wildlife Branch Chief, who in 2009 led the first translocation of humpback chub into Shinumo Creek, a tributary of the Colorado River.

“This is a special time for the Arizona Game and Fish Department and partner agencies whose hard work has brought a species back from the brink. While it’s great to have seen significant progress, we realize the chub will continue to need the commitment and expertise of the Department and its partner agencies to conserve and protect this species for generations to come,” Cantrell added.

There are currently five populations of humpback chub, with the lower basin population occurring in the Colorado River and its tributaries below Glen Canyon Dam. The lower basin population is the most robust, estimated at 12,000 adults.

The humpback chub, which was first described as a unique species from collections in the Grand Canyon in the 1940’s, was not discovered in the upper Colorado River basin until the 1970’s. It was placed on the original list of endangered species in 1967.

The chub prefer canyon-bound reaches of river where they complete their life cycle in swift, turbulent currents. The species gets its name from the fleshy hump behind its head. That adaptation coupled with large, curved fins allows the species to maintain position in the turbulent flows.

AZGFD reminds non-resident boaters to clean, drain and dry before heading home

PHOENIX — Are you a non-resident boater in Arizona? It’s time to schedule your free watercraft inspections and decontaminations before heading home.

Arizona is an incredible place to boat our vast desert impoundments and waterways surrounded by majestic red rock canyons – especially during our mild winters. After a season of adventure, avoid fines, quarantines, and even impoundments while traveling across state lines by contacting the Arizona Game and Fish Department or authorized contractor Woods to Water Wildlife Solutions LLC for inspections and decontaminations of boats traveling away from waters designated as having aquatic invasive species (AIS).

“We know that watercraft inspection and decontamination programs are effective in preventing the spread of AIS and we are asking the boating public to do its part in calling and scheduling a no-cost inspection,” AZGFD Aquatic Invasive Species Program Coordinator Erin Raney said. “It is absolutely essential to have your boat inspected, and if necessary, decontaminated, to prevent the spread of mussels and AIS into other waterbodies. We are already receiving reports of mussel boats being intercepted in other states that are making their way from Arizona waters.”

AIS are non-native species that are often unintentionally introduced by human movement. They do not have predators outside of their native range, and are able to outcompete native species. They can be animals, plants and even pathogens that cause disease in native fish or other aquatic animals. Even worse, they can often be invisible to the naked eye, making them even more difficult to control. Once introduced, they can alter ecosystems by interrupting food chains, damaging boats and other recreational gear, clogging water and power infrastructure, and posing safety hazards.

A recent study produced in the Pacific Northwest found that an introduction of mussels to water and hydropower facilities would have an annual impact of $500 million dollars to the economy. Appointments are filling up quickly, so call well ahead of departure. There are two options to schedule:

“As outdoor enthusiasts, it is our responsibility to be stewards of the places that we love,” Raney said. “Stopping the spread of AIS is a big job, but with everyone pitching in, we can all do our part to protect our waters.”

Regardless of where you boat, always remember to:

Clean boats, waders, anchors, equipment and gear by removing mud, plants, and attached animals such as snails or quagga mussels. Freeze waders overnight to eliminate fish pathogens and other aquatic hitchhikers.
Drain all residual water from engines and motors, ballast tanks, live wells and bait wells. Pull your bilge plug and leave out during transport. Store in a location where you will remember before launch such as beside your boat keys in glove box.
Dry all equipment that comes in contact with water, such as life jackets, ropes, buoys, tubes, etc.

Come on out to the AZGFD Outdoor Expo March 24-25

PHOENIX – The largest hands-on outdoor recreation expo in Arizona is coming soon! Dates are set for the Arizona Game and Fish Department Outdoor Expo presented by Shikar Safari Club International. Come out Saturday, March 24 and Sunday, March 25 to the Ben Avery Shooting Facility in Phoenix. Admission and parking are free.

One big change this year is we’re expanding the size of our amAZing wildlife tent, which has been a huge attraction the past couple of years.

You’ll have the opportunity to see live “ambassador animals” from the department’s Wildlife Center and learn fun facts. As always, there will be plenty of hands-on fun for all ages like kids fishing tanks, target archery and other shooting sports in a safe, supervised, controlled environment on the range.

Get a feel for specialty shooting disciplines like clay target, cowboy action, practical pistol, black powder, and air gun. Check out the many firearms manufacturers, including some new brands this year.

Don’t miss the always popular cowboy mounted shooting competition. See OHV and ATV exhibits. Give kayaking a try at the “Lake Paddlemore” kayaking pond. Hike a field course and learn cool camping tips. Learn about boating and how to stay safe on the water. Talk to experts about Arizona’s wildlife, fishing, hunting and more. Visit with more than 100 exhibitors, including outdoor recreation and conservation groups, government agencies, and commercial vendors of outdoor products and services.

The department will auction off its annual collection of wildlife assets at the Expo. Sets of antlers, hides, skulls and head mounts, as well as wildlife artwork and taxidermy – all seized during law enforcement investigations, obtained from animals killed in vehicle collisions, or acquired through donations – will be put on the auction block both days. Funds generated from the auction are used to purchase equipment and technology used in the investigation of wildlife crimes and to protect the state’s wildlife resources.

Concessionaires will have food and beverages available for purchase, and many accept only cash — ATMs will be on site. There is a nominal charge for ammunition at some of the target shooting venues.

Expo hours are 9 a.m. to 5 p.m. on Saturday, March 24, and 9 a.m. to 4 p.m. on Sunday, March 25. The Outdoor Expo is easy to find, located on Carefree Highway, about 1/2 mile west of I-17 in Phoenix.

Army Corps of Engineers looking to lower lake level at Alamo Lake

PHOENIX — The U.S. Army Corps of Engineers, Los Angeles District, has a draft Environmental Assessment for the Alamo Dam Flushing Flow Release available for public review and comment. According to a public notice issued by the Corps, it proposes to release water from Alamo Dam outside of the normal non-flood release schedule in order to facilitate required maintenance activities.

According to the public notice, the proposed release would occur as a flood pulse hydrograph designed to mimic a typical rain event in the downstream watershed released with appropriate seasonal timing. While the exact details of the release are subject to variation based on conditions at the time of release, such as water surface elevation and weather, the release will conform to the following general
parameters:
​​​​​​​

  1. Maximum release will not exceed 5,000 cfs.
  2. Total release time, including ascending and descending limbs, would not exceed 20 days.
  3. Ascending limb of the hydrograph will be moderate.
  4. Descending limb of the hydrograph will initially drop steeply, followed by a gradual return to base flow.
  5. The peak of the hydrograph will be completed prior to March 15.

The Corps is soliciting comments from the public; federal, state, and local agencies and officials; and other interested parties in order to consider and evaluate the impacts of this proposed project and alternatives.

Comments will be accepted through February 10, 2018.

Arizona state fish returns: AZGFD to resume stocking Apache trout

PHOENIX – The Apache trout, one Arizona’s two native trout, are returning to lakes and streams in the White Mountains by May. The Arizona Game and Fish Department is scheduled to stock around 55,000 Apache trout of a catchable size from its Silver Creek Hatchery from May through September.

Stockings could not occur in 2017 due to federal hatcheries having tested positive for Bacteria Kidney Disease (BKD). The state relies on federal hatcheries to supply the eggs necessary to raise Apache trout.

This year, AZGFD is expecting to receive about 200,000 Apache trout eggs. AZGFD has around 100,000 Apache trout eggs (BKD free) at its Tonto Creek Hatchery that came from Williams Creek National Fish Hatchery and are scheduled to be stocked next year.

AZGFD typically stocks Apache trout into Lee Valley Reservoir, East Fork of the Black River, West Fork of the Black River (campground), West Fork of the Little Colorado River at Sheep Crossing (below Mt. Baldy), West Fork of the Little Colorado River in Greer, and Upper Silver Creek.

Apache trout can be caught by a variety of methods, including wet or dry flies, small lures, or natural baits, in either lakes or streams. Artificial flies produce the best results. Best natural baits tend to be worms or grasshoppers.
