Forest Service, Northern Arizona University and Arizona Elk Society partner to research insects threatening aspen stands in northern Arizona

WILLIAMS ­- The Kaibab National Forest is teaming with USDA Forest Service Forest Health Protection, Northern Arizona University and the Arizona Elk Society to treat aspen stands infested with a tiny insect that is quickly becoming a major threat to the iconic tree species. The treatments are not only intended to help limit the spread of the insects in specific locations but also to inform research to aid in the long-term preservation of healthy aspen stands across the Southwest.

Oystershell scale is considered by many experts to be an emerging invasive species issue with the potential to severely damage or even destroy northern Arizona’s aspen over the coming years unless successful treatment techniques can be developed. Research into the biology and management of the species is considered critical for the future of aspen.

“Oystershell scale is one of the most damaging insects to aspen we have recently found,” said Michael Sedgemen, silviculture forester for the southern two districts of the Kaibab National Forest. “We were already seeing a steady decline in Southwest aspen stands due to a number of environmental factors. With the rapid increase in activity of oystershell scale over the last few years, aspen could permanently be removed from the landscape if solutions aren’t found.”

Oystershell scale are tiny, armored insects that live under protective covers on soft twigs or bark of their host plant. Mature scales are about one-eighth-inch long and are the general shape of an oyster’s shell. The insects’ hard, protective coverings, which are constructed of wax, shed skins and other substances, are exceptionally difficult to penetrate, making treatments such as insecticide spraying more challenging on a large scale.

The tiny insects feed on their host plant with mouthparts that are several times longer than their bodies, enabling them to consume large areas of plant tissue. Oystershell scales can quickly overwhelm their host, even though they may not immediately be noticeable due to blending in well with the underlying bark. As the number of insects increase, an extensive crust of scales develops that can entirely encircle the trunks of host trees, and injury symptoms including dying limbs, tree tops and whole trees rapidly ensue.

Kaibab National Forest managers are documenting expanding acres of heavily scale-encrusted trunks and dead or dying trees in many aspen stands on the forest’s south zone. With only about 2,000 total acres of aspen in these areas, tree specialists and researchers are eager to gain as much information as possible on how to effectively manage oystershell scale and preserve aspen on the landscape.

“Aspen research and management have a long history in Arizona. Given the previous research, we have an understanding of the role of native insects and pathogens, and ungulates, on aspen reproduction,” said Kristen Waring, professor of silviculture at Northern Arizona University’s School of Forestry. “Our current work with silvicultural strategies on both the Kaibab and Coconino National Forests will complement other oystershell scale research being conducted at Northern Arizona University, with the goal of adapting current management strategies to account for this emerging invasive species issue.”

As part of the research effort, a study being conducted on both the Kaibab and Coconino National Forests seeks to quantify the effects of various silvicultural treatments, which are treatments applied to change the condition of trees and stands, on oystershell scale infestations. Pre-treatment data is being collected to describe each stand and its infestation. Unique treatments will then be implemented within each documented stand. Finally, pre- and post-treatment conditions will be quantified and compared in order to determine the most effective silvicultural treatments and to inform best management practices.

The area to be treated on the Kaibab National Forest covers 21 acres within aspen exclosures, which are small plots of fenced aspen stands, in Spring Valley about 7 miles north of Parks just northwest of Government Hill and south of RS Hill. About half of the 21 acres will be treated by removing overstory aspen trees, known as a clearfell treatment, while the remaining untreated acres will serve as research control plots. The clearfell treatment is intended to remove infested trees while also stimulating regeneration of aspen.

Representatives from the Kaibab National Forest, Forest Health Protection and Northern Arizona University, along with expert sawyers and volunteers from the Arizona Elk Society, plan to begin implementation of the study’s treatments in Spring Valley as early as the beginning of April. Residents and visitors may notice aspen felling within specific aspen exclosures as well as ongoing site visits by researchers and forest health specialists to monitor treatments. Different prescriptions are being implemented within aspen stands on the Coconino National Forest so that treatment results can eventually be compared.

“Ultimately, we hope to find techniques that forest managers can use to reduce mortality and decline of aspen from oystershell scale,” said Connor Crouch, a Ph.D. student in the School of Forestry at Northern Arizona University. “Many community members value aspen so it’s good for them to be aware of this emerging threat and know that we are actively researching how aspen can be maintained on the landscape, which in this case may involve silvicultural intervention. Active forest management is often critical to maintaining the forests that we all treasure.”

The presence of oystershell scale in northern Arizona’s forests has been a relatively recent phenomenon, according to Amanda Grady, forest health entomologist with the Forest Service’s Southwestern Region. While they have long been a problem in some ornamental tree species in urban areas, they were only observed across local wildlands within the last several years.

Because of this, existing studies of the insect have almost exclusively focused on ways to treat infestations in the urban environment or in agricultural crops grown for profit. While there have been some treatment successes on these smaller scales, their applicability to and effectiveness in the vast expanses of national forests and other wildlands is largely uncharted territory for researchers and land managers alike.

“We have been experimenting with various treatments over the last few years, including physically scrubbing the scales off all of the aspens within a particular stand,” Grady said. “This strategy is good for a homeowner with few infested aspens on their property but not across infested landscapes.”

Forest Health Protection provides funds and coordinates work with national forests across Arizona to help evaluate and prioritize aspen stands for treatment. Two years of intensive monitoring has indicated that oystershell scale is a more extensive problem, affecting many areas in central Arizona, including lands on the Apache-Sitgreaves and Prescott National Forests.

“This is why research on various treatments across a variety of settings and circumstances is critical to helping us develop guidelines and treatment protocols for the future,” Grady added.

Other treatments that have been attempted include thinning heavily-infested trees within aspen stands and planting aspen in areas experiencing significant decline due to oystershell scale. Monitoring of each of these treatments will be ongoing in order to inform research efforts.

Oystershell scale isn’t the only threat facing northern Arizona’s aspen stands. For the last 15 years or more, forest managers across the western United States have increasingly observed the rapid decline of aspen. The decline has been especially pronounced on the southwestern edge of the tree’s range, which includes Arizona. Factors such as drought, conifer encroachment, ungulate browse, fire suppression, insects and disease likely contribute to the decline of aspen and lack of successful regeneration.

In northern Arizona, forest managers and specialists, researchers and partner organizations like the Arizona Elk Society have worked together for many years to monitor condition, maintain and enhance existing aspen stands and to encourage proliferation in ecologically-viable areas. This is due to aspen’s value as a keystone species, meaning that it is critical to the survival of other species in the ecosystem and to the long-term sustainability of the ecosystem itself.

“As one of the few hardwood species present on the landscape, aspen provides critical habitat for many animals and also makes a disproportionately-large contribution to biodiversity,” Crouch said. “Other important ecosystem services that aspen stands provide include watershed management, carbon sequestration, hunting and tourism revenue, and aesthetic and recreational value.”

Research findings from the current silvicultural treatment studies are anticipated to be publicly available in fall 2021, according to Crouch. In the meantime, members of the public can help researchers and forest managers by leaving all cut aspen in place within the aspen exclosures. Kaibab National Forest specialists plan to pile and burn the infested aspen in order to limit spread to other stands. While aspen is popular as firewood, the material cut as part of these oystershell scale studies should not be moved to other locations in order to prevent broader infestations.

Kaibab National Forest to begin marking trees in early March in Government Prairie Project north of Parks

WILLIAMS — The Kaibab National Forest will begin marking trees in early March within the 1,400-acre Government Prairie Project north of the community of Parks in order to prepare the area for a future timber sale as part of ongoing forest restoration efforts.

The project area is located about 5.5 miles north of the intersection of Forest Road 141, also known as Spring Valley Road, and Historic Route 66 between Government Mountain and Government Hill. Much of the broader Government Prairie area includes large grassland and savanna ecosystems that have become less healthy over time due to significant encroachment by trees and other vegetation not historically found there.

Crews recently began painting the boundaries of the Government Prairie Project area. Next week, they will start marking trees within those boundaries with a leave-tree mark, meaning that the trees that are intended to remain post-treatment will be marked with paint. Forest Service marking crews make every effort to limit the visibility of tree marking paint where possible, such as along roadways and adjacent to private property, so as to not impede the views of residents and visitors.

There are varying treatments within the 1,400-acre project footprint, which are based on historic conditions in different units. In historic grasslands and savannas, the vast majority of encroaching conifers will be removed in order to encourage species diversity, reduce dwarf mistletoe infection, promote understory grasses and forbs, restore connectivity between grassland habitats for wildlife species, and move the entire area closer to historic and healthy ecological conditions.

Grasslands play an important ecological role, especially for various wildlife species such as pronghorn antelope, and are known for their high biodiversity. Healthy grasslands are better able to carry out natural processes such as nutrient cycling and provide increased water availability and habitat quality.

Other treatment units within the broader project boundary are dominated by stands of ponderosa pine trees. These stands have become overly dense due to fire exclusion and other factors. In these units, treatments will focus on removing trees in order to more closely resemble historic stand structures, which include more openings between groups of trees and fewer areas of interlocking crowns. Goals of these treatments include reducing threats to lives, private property and forest resources posed by unnaturally severe wildfire; improving the overall health of the remaining stand by increasing tree age and species diversity; and enhancing wildlife habitat through improved grass and understory vegetation growth.

Once the project has been marked, which will likely be completed by this summer, it will be offered as a timber sale. Implementation of the Government Prairie Project is anticipated to begin in early 2021, depending on the contractor selected to complete the work as well as weather conditions at the time.

The Government Prairie Project is one of several grassland restoration projects that have been implemented or are planned across the southern two districts of the Kaibab National Forest. Forest managers monitoring the effects of these projects have already documented increased use by a variety of wildlife species.

The efforts to improve conditions in the Government Prairie area are part of the broader Four Forest Restoration Initiative, which seeks to accelerate forest restoration treatments across 2.4 million acres of ponderosa pine forest on the Mogollon Rim of northern Arizona. The project area was part of almost a million acres that were analyzed under the 4FRI 1st Environmental Impact Statement, which approved forest restoration work across more than 580,000 acres of the Kaibab and Coconino National Forests.

78 Acres of Piles on Government Hill to be Burned Wednesday This Week

WILLIAMS — Kaibab National Forest fire crews on the Williams Ranger District will be igniting 78 acres of hand built slash piles located approximately rwo-miles south of Spring Valley on the northwest slope of Government Hill on Wednesday this week.

Precipitation received over the weekend has produced beneficial conditions allowing crews to continue with fuels reduction treatments of this type that occur during the winter months of the year. Smaller units such as this pile burn will generally be short in duration and will generate less smoke with very little risk of spread due to dampened surfaces on the landscape.

Smoke is expected to move to the west during the day and may occasionally impact forest road 141 to the north. The burn will be visible to residents in Spring Valley, Pumpkin Center, and Parks including the I-40 corridor to the south, and Route 64 to the west. Ventilation is predicted to be very good with the majority of smoke dispersing by late afternoon leaving only minor impacts by early evening. Air quality will be monitored closely and actions will be taken as necessary to minimize the effects to all adjacent residential areas.All prescribed burns are subject to approval from the Arizona Department of Environmental Quality. Kaibab National Forest and Red Rock Ranger District announce March archaeology month events

WILLIAMS — This March, the Kaibab National Forest will continue its more than decade-long tradition of offering stimulating presentations and outdoor excursions in the Williams area as part of Arizona Archaeology and Heritage Awareness Month. In Sedona, ancient cultures and their technologies are celebrated during planned events throughout the month at the Red Rock Ranger District.

In Williams, Wednesday evenings throughout March, experts will present a series of lectures starting at 6 p.m. at the Sultana Theatre in Williams covering topics such as the history of sheep ranching in northern Arizona, Fred Harvey’s original farm-to-table legacy, and the role of the Forest Service in shaping Arizona and its lands.

On all four Saturdays in March, Kaibab National Forest archaeologists will lead fun and educational hikes to the Keyhole Sink petroglyph site near the Parks community starting at 2 p.m. The Keyhole Sink Trail offers a short, relatively flat hike to a scenic box canyon where prehistoric residents left their mark carved into the canyon’s gray volcanic walls.

A special addition to the 2020 archaeology month offerings is the Stone to Steel Dam Trail hike, which will be held both March 14 and March 28. Guests should arrive at 9:30 a.m. at the Ash Fork Museum in Ash Fork. The trail is an easy, winding path between two historic dams. The first large steel dam in the nation was built in Ash Fork in the late 1890s by a railroad company. Less than a mile upstream is another dam dating from 1911, which was also constructed by the railroad but with stone blocks.

“We are so fortunate to live in an area that is so rich with history and culture,” said Neil Weintraub, archaeologist for the south zone of the Kaibab National Forest. “There is no better time than archaeology month to learn about and explore the incredible diversity of special places that make the Kaibab National Forest and northern Arizona so unique.”

Archaeology month is intended to generate understanding of and support for the state’s archaeological heritage. Celebrations and events focus on promoting the preservation of archaeological resources and illustrating ways the public can help in protecting and appreciating them.

In Sedona, attend one or all of the planned presentations to learn about how Native Americans have thrived in this area for hundreds of years.

March 6: Peter Pilles, Coconino National Forest archaeologist, will give a presentation on the Rock Art of the Verde Valley by describing the many cultural groups that have lived in the Verde Valley and the styles of rock art each created. This event begins at 11 a.m. at the Red Rock Visitor Center and will last about an hour.

March 13: Visitors can learn how natives used agave for food and fiber. A presentation by Wendy Hodgson and Andrew Salywon, entitled Pre-Columbian Agaves in the Southwest – Discovering Lost Crops among the Hohokam and the Verde Valley Cultures, will begin at 11 a.m. at the Red Rock Visitor Center and is slated to last an hour.

March 21: People who are interested to learn about the natives of the V Bar V Ranch area may see more than 1,000 petroglyphs at this site and understand how they used the solar calendar to plant their crops. Jake Newhouse will give a presentation on the Spring Equinox, beginning at 12:30 p.m. at the V Bar V Heritage Site. The presentation will last until 2 p.m.

March 28: Join a demonstration of Ancient Technology, witnessing a wide variety of ancient tools commonly used by Native Americans of the region. Bob Erb will give a presentation at the V Bar V Heritage Site beginning at 10 a.m. until about 2 p.m.

Three Sisters Prescribed Fire Project to Continue This Week Near Williams

WILLIAMS — Kaibab National Forest fire managers plan to continue prescribed fire treatments on additional units of the Three Sisters Prescribed Fire Project north of Williams beginning Tuesday of this week. 2050 acres have been successfully treated to date with approximately 5350 acres remaining.Operations may continue throughout the week as weather conditions permit. Daily ignitions will only occur when environmental factors align with the required prescription that will achieve desired results and meet land management objectives.

The 7400 acre prescribed burn area is located just north of the City of Williams and Interstate 40, east of Forest Road 124, and west of Airport Road and Highway 64. Goals of the prescribed fire treatment include decreasing the threat of unnatural severe wildfire by reducing accumulated fuels, improving forest health, and reintroducing fire to the landscape that aligns with the desired historical condition.

The project will be broken into smaller units that will be scheduled to be burned on days that will help to allow smoke to disperse away from developed areas and ventilate quicker reducing the impacts to local communities.

Area residents can expect to see and hear a helicopter in the area, as aerial ignitions will occur on portions of the burn. Smoke will be highly visible from the City of Williams and from roadways and recreation areas in the general vicinity of this project. Specific areas from which smoke is likely to be noticeable include H.A. Clark Memorial Field airport, Kaibab Lake, portions of State Route 64, Valle, the City of Williams, and Interstate 40. Smoke is expected to lift during the day and travel northeast toward Red Lake Valley. However, cooler overnight temperatures may cause smoke to settle into low-lying areas surrounding the burn location.

Fire managers are aware that community members may be sensitive to the smoke produced, and they make every effort to limit the amount and duration of production. Prescribed fires with short-term impacts to air quality can help prevent future severe unplanned wildfires under unpredictable conditions with smoke that may pose significant risks to public health and safety.

Elk / Lee Prescribed Fire Project Completed on Williams Ranger District

WILLIAMS — Fire crews have successfully treated 8152 acres of forested landscape over the past 4 days bringing the Elk / Lee Prescribed Fire Project to full completion.

Located 10 miles south of Williams on the northwest side of Sycamore Canyon, this project was identified by local fire managers as a high priority area in need of fuels reduction on the Williams Ranger District.

“Critical watersheds that supply water to several of the communities to the south in the Verde Valley will now be better protected from the threat of a destructive wildfire” said Fuels Program Manager Mike Uebel. “This type of burning not only helps protect these resources but also restores these landscapes to a more sustainable healthier condition”.

Officials recognize the inconvenience that smoke has caused for many residents who experienced impacts from this burn. Smoke is an unfortunate and unavoidable byproduct of this work. One of the goals is to limit the number of days that smoke is in the air as opposed to an uncontrolled wildfire where smoke can be much denser and linger for prolonged periods of time.

Officials to lift Ikes Fire closure on the North Kaibab Ranger District

FREDONIA — Effective Sunday October 27, the Kaibab National Forest will lift the area closure around the Ikes Fire, including the popular Rainbow Rim Trail, that has been in place since the lightning caused wildfire started in late July.

The public will be able to access Kaibab National Forest lands in and around the fire area, which had been closed to ensure public and firefighter safety during ongoing fire operations. Areas affected by the fire in Grand Canyon National Park will continue to remain closed to protect the public as well as natural and cultural resources. “We want to thank the public for their compliance while the closure has been in effect,” said North Kaibab District Ranger Randall Walker. “That area of the forest is extremely popular, and we appreciate their patience and cooperation while we completed operations restoring fire to the ecosystem, which will improve overall forest health and greatly reduce the risk of future catastrophic wildfire.”

Due to the lack of significant moisture over the fire area, isolated pockets of heat and smoke may still be found within the fire area. The public is advised to have heightened awareness about potential safety hazards and exercise increased caution regarding personal safety while in the area.

“We urge visitors to understand the potential hazards and to prepare accordingly,” said Peter Goetzinger North Zone Fire Management Officer for the Kaibab National Forest. “We want them to enjoy the forest but we also want them to do it safely, recognizing that any area recently impacted by wildfire will likely have some greater risk than other areas.”

Potential risks in any area recently burned by wildfire include the following:

· Burned out stump holes that could cause injury if stepped in;
· Unstable terrain with potential for rolling debris (boulders, logs, rocks, etc.);
· Fire weakened trees and snags that could fall or drop large limbs;
· Blowing dust and ash on roads and hillsides.

Helicopter Logging Begins on Bill Williams Mountain Restoration Project

WILLIAMS — The first stage of the 300 acre steep slope fuels reduction efforts on the Bill Williams Mountain Restoration Project is underway on the Williams Ranger District of the Kaibab National Forest. A helicopter will begin the technical work of hauling material off the mountain from the elevated areas that are inaccessible by ground or other conventional methods.Sawyers from Markit! Forestry Management have been on the mountainside cutting and bundling woody material in preparation for the removal of hazardous fuels from the most difficult terrain on the highest slopes of the mountain. A long cable suspended below the helicopter is attached to the bundled material which is then flown to a lower site where processing and loading will take place before the material is eventually transported off the mountain by trucks. There will be a noticeable increase in traffic within city limits as hauling vehicles begin transporting material out of Williams.

Helicopters will be noticeable to residents and businesses in and around the City of Williams both audibly and visually. Aerial logging will be occurring seven days a week during daylight hours providing weather conditions are conducive for safe operations.

Due to the hazardous nature of the technical work involving aircraft, a Temporary Area Closure Order (http://bit.ly/BillWmMtn-TempClosure) has been put in effect on a portion of Bill Williams Mountain. Forest users and members of the public are asked to avoid travelling through or entering into the closure area until the order is rescinded. Project managers are hopeful to complete this first stage of fuels removal by late December of this year. There are approximately 900 additional acres on the steep slopes that will be targeted for treatment as the next phases of this project move forward.

Officials from the National Forest Foundation (NFF), Coconino County, and the Kaibab National Forest have been working together to implement the restoration project. The NFF brought together funds from multiple contributors that include $1,800,000 from the Kaibab National Forest, $800,000 from Coconino County, private funds from the Sperling Foundation, and a state grant from the Arizona Department of Water Resources to provide better protection and long term sustainability of critical resources that are vital to the City of Williams.

Williams Ranger District Begins Elk / Lee Prescribed Fire Project

WILLIAMS — A new prescribed fire project is set to begin next week on the Williams Ranger District and will likely progress into the months ahead as opportunities arise to use fire for beneficial restoration treatments on this piece of the Kaibab National Forest. The Elk Lee Prescribed Fire project is located about 10 miles southeast of the City of Williams and is 8166 acres in size.

The project will be broken up into smaller units for daily operations to minimize heavy smoke impacts and allow ventilation to move smoke out of the vicinity more rapidly. The specific units to be ignited will be chosen based on fuel moistures and weather conditions that are within prescriptive levels that meet fuels reduction objectives. A Helicopter will be utilized to conduct aerial Ignitions which will accelerate the overall length of time the project will last, and will also reduce the number of days smoke may linger in the atmosphere.Officials understand that impacts to air quality may be unpleasant at times, however they can significantly reduce the amount and limit the duration of smoke more effectively using prescribed methods as opposed to an uncontrolled wildfire situation. The Kaibab National Forest is part of a fire-dependent ecosystem. Fire on the landscape is critical to overall ecosystem functioning and the sustainability of local communities, watersheds and wildlife habitat. Managers use prescribed fire as a practical means to reduce risks associated with uncharacteristic wildfires that can pose significant threats to public health and safety.

During operations, fire personnel and vehicles will be visible to the public. Motorists are reminded to slow down and drive with heightened caution when passing through active project areas. Hunters and campers are encouraged to seek alternative campsites away from the active fire vicinity while operations are occurring.

Fire crews make progress on completion of Ikes Fire control lines

GRAND CANYON – Since the wind event that occurred last weekend, fire managers have been implementing a plan to stop the growth of the 11,000-acre Ikes Fire, which is located on the North Rim of Grand Canyon National Park and the North Kaibab Ranger District of the Kaibab National Forest.

Fire crews have been completing burnout operations over the last week along Forest Road 271 from the Grand Canyon rim to the junction of Forest Road 206. On Monday, crews began extending these operations along forest roads 206 and 4008, which connected the burnout preparation work to a point on the main portion of the Ikes Fire that burned earlier in the summer. This additional work involved about 2 miles of fire line burnout, which crews successfully completed yesterday.

In addition to the work along forest roads, the Flaming Gorge Fire Use Module began treating the area along the rim of the Grand Canyon with a burnout process that will prevent any further movement of the wildfire from the plateau area into the canyon. It will also make the area on the plateau resistant to any fire movement up and out of the canyon. Firing operations may continue into the weekend, which could result in smoke impacts similar to those that have occurred over the last two days. Smoke impacts will moderate as soon as burnout operations are completed.

The Ikes Fire remains at about 11,000 acres in size. Acreage totals may increase as burnout operations are completed over the next few days. In addition to hand ignitions, fire managers may use a helicopter to conduct aerial ignitions.

An expanded area closure is in effect on the North Kaibab Ranger District of the Kaibab National Forest in order to ensure public and firefighter safety during ongoing fire operations. The closure includes the Rainbow Rim Trail area and the viewpoints from Parissawampitts Point to Stina Point. Crazy Jug Point north of Parissawampitts is open. The Kaibab National Forest will reopen the area as soon as conditions are safe for public entry.

For hikers and mountain bikers, the Arizona National Scenic Trail is an alternative recreational opportunity while the Rainbow Rim Trail is closed. The Arizona National Scenic Trail is accessible from many points along Highway 67 and offers a variety of scenery, including views into the Grand Canyon.

Highway 67 and the North Rim Village, North Rim Lodge and businesses are open. However, some road and trail closures are in effect for the Ikes Fire area within Grand Canyon National Park. The following roads and trails are closed on the North Rim:

  • Powell Plateau Trail
  • North Bass Trail
  • Fire Point
  • Swamp Point
  • W4 road north of the intersection of the W4 and W1 roads

Smoke from the Ikes Fire has been more visible over the last few days due to the burnout operations. Visitors traveling to the area should be aware of possible smoke along Highway 67. Visitors are asked to drive carefully and turn headlights on for safety.
