The Sedona Venture Sewer Company applied for a renewal AZPDES permit for the proposed discharge of up to 0.075 million gallons per day (mgd) of treated domestic wastewater from the Sedona Venture Wastewater Treatment Plant to Dry Creek, a tributary to Oak Creek in the Verde River Basin at Township 17 N, Range 5 E, Section 19, in Yavapai County, Arizona. The Wastewater Treatment Plant is a privately owned treatment works that receives domestic wastewater from residential sources in Sedona Shadows Manufactured Home Community and Sunset Hills Resort. Waste activated sludge is held in the aerobic digester for a period of 45 to 60 days and then hauled to either the Butterfield Station or N.W. Regional Municipal Solid Waste Landfill for disposal.

The GWRP is a publicly owned treatment works that receives domestic wastewater from residential, commercial, and industrial sources in the City of Mesa and the Towns of Queen Creek and Gilbert. Sludge is treated on-site and then either hauled by a licensed contractor to the Apache Junction Landfill or land applied as Class B Biosolids, with the back-up capability to pump and discharge to the Baseline Interceptor and send to the City of Phoenix 91st Avenue WWTP for treatment.

The City of Tolleson WWTP is a publicly owned treatment works that receives domestic wastewater from residential, commercial, and industrial sources in the city of Tolleson and Sun City. Sludge is stabilized in an anaerobic digester and then thickened and dewatered for further treatment on-site. The biosolids are either land applied or disposed of in an approved landfill according to state rules and regulations.

Arizona Public Service (APS) has applied for a renewal AZPDES permit for the proposed discharge of up to 19.5 million gallons per day (mgd) of treated domestic effluent from the APS Water Reclamation Supply System (WRSS) Pipeline to the Buckeye Canal, tributary to the Hassayampa River in the Middle Gila River Basin. The pipeline has a total of 21 outfalls located between Township 1N, Range 2W, Section 25 and Township 1S, Range 3W, Section 5 in Maricopa County, Arizona. Discharge typically occurs once every three years when the pipeline needs to be drained for maintenance and inspection activities. Effluent in the pipeline is supplied by wastewater treatment plants operated by the cities of Phoenix, Tolleson, and Goodyear. All plants contributing effluent to the pipeline have AZPDES permits and treat to secondary standards. The permittee operates the pipeline to provide the Palo Verde Nuclear Generating Station with cooling water.

Oak Creek in the Verde River Basin in Township 16 N, Range 4 E, Section 23, in Yavapai County, Arizona. The PSFH consists of two flow-through fish hatcheries (Bubbling Ponds and PSFH). Water for the two production operations (cold water species and warm water species) is obtained from two natural springs, is not comingled through the hatchery processes, and is discharged to two different locations on Oak Creek. Biosolids requirements are not applicable because fish wastes are not considered biosolids under the 40 CFR 503 provisions.

The City of Buckeye has applied for a renewal AZPDES permit for the proposed discharge of up to 4.5 million gallons per day (mgd) of treated domestic wastewater from the Central Buckeye Wastewater Treatment Plant (WWTP) to the Buckeye Irrigation Ditch (BID) Canal, tributary to the Arlington Canal, tributary to the Gila River in the Middle Gila River Basin in Township 1S, Range 3W, Section 8, in Maricopa County, Arizona. The Central Buckeye WWTP is a publicly owned treatment works that receives domestic wastewater from residential and commercial sources in the City of Buckeye. Treatment consists of influent screening and grit removal, secondary treatment including return activated sludge process, secondary clarification, tertiary filtration, chlorination, and dechlorination. Polymer is added to the remaining sludge then treated by a gravity belt thickener and belt filter press before being transported to a local landfill for disposal.

A Notice of Public Information regarding Arizona’s draft 2012/14 303(d) List of Impaired Waters was published in the Arizona Administrative Register (A.A.R.) today, January 9, 2015. The A.A.R. notice contains a revised 303(d) List and responses to comments received during a public comment period which ended June 16, 2014.
