Mayor and City Council Members to be sworn in tomorrow

WILLIAMS — The Williams City Council will meet for their regular meeting tomorrow, November 8 at 7 p.m. at the Council Chambers at 113 S. First Street.

After the pledge of allegiance, the Mayor and Council members will be sworn in for their new terms.

The public participation will follow giving citizens a five-minute period to speak. The Council cannot act upon items presented during the public participation portion of the agenda. Individual Council members may ask questions of the public or may respond to any criticisms, but the members are prohibited by the open meeting law from discussing or considering the items among themselves until the time that the matter is officially placed on the agenda. The open meeting law does, however, allow the City Council to ask staff to review a matter or ask that it be placed on a future Council agenda.

After the public participation period, the Council may discuss and take action with an appointment to Planning and Zoning Commission.

The Council may discuss and take action with the new 2019 WIFA loan through the adoptions of Resolution No. 1373. Included in the WIFA funding, is the City Engineers final planning and design phase of the of Dogtown Water line replacement project.

Finally the Council may hear, discuss and take action with a recommendation from the Golf Advisory Committee with regard to an RFP for Elephant Rocks Golf Course.

City Council to hold special meeting to interview prospective City Manager after normal Thursday session

WILLIAMS — The City Council will meet in normal session on Thursday May 24 at 7 p.m.

Among the items to be discussed, the public has the opportunity to comment on the pending City of Williams Water Master Plan. Then the Council to discuss and may approve Resolution No. 1365 adopting the finalized City of Williams Master Water Plan.

The Council may discuss and make a decision regarding Resolution No. 1366; this is a WIFA water project application.

They will listen to public input in regard to the re-zoning of parcel # 202-22-008D, 1333 W. Route 66, regarding the re-zoning from multifamily to central business district. They may, then they may discuss and have a first reading of Ordinance No. 963 regarding the rezoning.

The Council will hear the third and final reading of Ordinance No. 962 relating to permits required for one story detached accessory structures, and may adopt it.

The Council may discuss and take action on a revised lease extension with SBA Cell Towers.

Council will discuss and may take action with the proposal presented on May 10, 2018 for a new public safety data/communications system for our Police Department
to replace the existing county system.

Council will review and may approve an inter-governmental agreement with Coconino County Elections Department to conduct the 2018 Primary and General Elections.

Council may discuss and provide direction regarding the City’s
legal counsel contract.

The council will then have reservations will be made for each Council member for the August 21st-24th 2018 Annual Arizona League of Cities and Towns Conference on May 31.

On Frday at 10 a.m., the Council will meet in the city chambers and convene to executive session to interview a candidate for the
position of City Manager.

When they reconvene to regular session they may make an offer to the candidate.

Williams City Council meets tonight

WILLIAMS – The Williams City Council will meet tonight in regular session in the Chambers at 2018 113 S. First Street.

After any presentations, the council will open the floor to public participation where residents can speak for five-minutes. If they have a written presentation taking more than five-minutes, the council may grant more time.

The two major items on the agenda tonight are:

1. Discussion and consideration of an Amendment to the Ground Lease of City Property by SBA Towers IV LLC extending the term for continued use as of Cell Tower.

2. Discussion and Consideration of possible Request for Proposal regarding surplus City real property located on Route 66.

Williams City Council meets Thursday

WILLIAMS – The City of Williams City Council will meet Thursday, November 9 at 7 p.m. at 113 S. First Street.

After normal administrative items, the following presentations will be made:

  1. Greater Williams Community Fund-Who they are and what they do.
  2. Historic Photo Project-Progress, Goals and Accomplishments by Andrea Dunn & Margaret Hangan
  3. Grand Canyon Racing “Thank you” to Mayor, Hoch Ortiz and David Garibay. Judge Krombeen

  3. Council will discuss and may make a decision regarding a request from the Williams Hospital District Board of Directors to waive the building fees required for construction of the new healthcare facility at 301 S. 4th Street.
  4. Council will discuss and may make a decision to purchase a Lowboy 50T Trailer.
  5. Previously tabled item: Council will discuss and may make a decision to hire a codification firm to codify the William’s City Code.
  6. Council will discuss and may make a decision to purchase a new network recording system for the PD’s dispatch.
  7. Council will discuss and may approve a proposed Task list from the City’s Engineer.

Williams City Council meeting Thursday February 9

WILLIAMS – The council meeting will begin with normal pledge, invocation and roll call. The public participation period will follow allowing five-minute input on a subject concerning the City of Williams. If more than five-minutes is required, the speaker should note that on the sign-in sheet and the presiding officer may, but is not required to, grant more time.

After the approval of purchase orders and the check register for month ending January 31, 2017, the council will consider:

  • Resolution No. 1342 to authorize refinancing of GADA 2005, 2008 and Zions 2010
    bonds into series 2017
  • Resolution No. 1343 to consummate the agreement between the City and Route 66
    Auto Care LLC including acceptance of title to real property by the City
  • Council will consider and may approve financial support to the Parents Who Care
    Committee for Grad Night in 2017

The council will convene to executive session for discussion and possible action regarding potential settlement in RKID v. City of Williams. The Council may vote to enter into executive session pursuant to ARS §38-431.03(A)(3) for legal advice or (A)(4) for negotiations in pending litigation.

They will re-convene to regular session and may take action on executive session items before adjourning.

Williams council meeting tomorrow, January 12

WILLIAMS – The Williams City Council meets in regular session tomorrow at 7 p.m. at the council chambers at 113 South First Street.

After the standard pledge, invocation and approval of the last minutes, there will be any scheduled presentations and public participation.

The main items under consideration are;

  1. Review and consider the Coconino County amended Ordinance regarding the addition of Vapor products (e-cigarette) regulating the placement, Storage and Display of Tobacco Products and Vending Machines that dispense Tobacco Products. (Limiting youth access to tobacco and vapor products in Coconino County)
  2. Discussion and possible approval of a contract with Hazen & Sawyer Engineers to perform grant funded water conservation study to improve utility processes.
  3. Discussion and possible decision of a financing agreement with APS for the Garland Prairie Electric Project.

Afterward the council will adjourn to Executive Session and re-convene if necessary.

City Council to swear in for new term

williams-city-logoWILLIAMS — The Council Meeting will be held this Thursday, December 8 at 7 p.m. at City Hall on First Street. They will begin with a canvass of votes from the general election held November 8, 2016, and approve Resolution No. 1338 adopting the results. After approval of the Resolution, they will adjourn to swear in the Mayor and council members for the new term. A Vice-Mayor will be appointed along with a representative for the Theme Park Tax District.

The council will continue with public participation followed by considering the following items:

  1. Council may adopt Resolution No.1339 prescribing of revised standards of financial disclosure for local elected officials effective January 1, 2017.
  2. Discussion and decision on waiver of fees for Habitat for Humanity.
  3. Williams’ Folklorico Dancers will request a monetary donation ($500).
  4. Discussion and possible decision for a contract to apply chip sealing on Airport Road.
  5. Discussion and possible decision on choice of vendor to paint the interior of Forrest Service building.
  6. Discussion and decision on a contract agreement between the City of Williams and Robert Krombeen, City Magistrate.
  7. Discussion and possible decision regarding rental facilities rate increase.
  8. Council may recommend approval of the issuance of a bingo license to Vern McElwain of the Veterans of Foreign Wars from the Arizona Department of Revenue.
  9. Discussion and possible action to arrange payments to APS for the Garland Prairie Project.
  10. Discussion and possible direction of staff regarding electrical conversion projects.

Williams City Council meeting tomorrow

williams-city-logoWILLIAMS — The Council meeting will begin with the public comment section. Citizens are given five minutes to speak unless they receive prior approval for additional time. A registered spokesperson for a recognized community organization shall be afforded ten minutes provided other members of the same organization agree before hand to withhold their individual comments on the same subject. The Council members cannot act upon the items, but may respond to criticism. They may put the item on a future agenda.

Other items to be discussed by the council include:

  1. Canvass of Votes for primary election held August 30, 2016, and possible approval of Resolution #1336, adopting the results. P. Galvan
  2. Discussion and possible decision regarding a request from the Arizona State Railroad Museum Foundation to waive all fees related to the development of the museum project.: A. Richmond
  3. Discussion of reorganization of Clean and Beautiful.: C. Glassburn
  4. Discussion regarding proposed inter-governmental agreement with Coconino County for Emergency Management Services, and partnership for Code Red community notification system.: Chief Nixon/S. Miller
  5. Council will discuss and may decide to execute a contract between the City of Williams and Chad Thomas for airport coordinator services.: S. Miller
  6. Discussion and decision giving authorization to the City Manager to procure internet service with Hospitality Wireless.: S. Miller

Williams Council Meeting to accept resignation of City Manager

WILLIAMS — There will be a special meeting of the City Council on Monday at 7 p.m. in the City Council Chambers. The purpose of the meeting is to accept the resignation of City Manager Brandon Buchanan effective February 19.

The Council will discuss the appointment of an Interim City Manager and the recruitment process for the City Manager position.

Sean Casey of Bearizona wrote in an email, “We were lucky to have him for so long I guess. He added a high level of professionalism to our Williams team.

“Good luck in your future endeavors Brandon. I am sure you and your family will be very successful wherever you land.”

Al Richmond of the Arizona State Railroad Museum added, “Williams has been the beneficiary of Brandon’s tenure and hopefully his successor will come close to being as positive for the City and community. This move is good for him professionally and in the best interests of his family. I will miss working with him.”

City Council meeting in Williams tonight

williams-city-logoThe City Council will meet tonight at 7 p.m. It will begin with pledge and inovation. After there is a public participation period for citizens to give input to the council. They must submit a request before the meeting and they have five-minutes to speak.

After approval of purchase orders and check register, the council will disuss three agenda items.
Appointment of lay member from the community to the Williams Volunteer Fire Department Pension Board to replace 30-year member, Marty Glassburn, who has given his notice of retirement, effective December 31, 2015.

Council will review and may approve an Intergovernmental Agreement with the State of Arizona for the reconstruction of a portion of Grand Canyon Boulevard.

Council will review and may approve an Intergovernmental Agreement with the State of Arizona for artifact acquisition for the Arizona State Railroad Museum.
