Sheriff’s Office Responds to Barricaded Subject in Tuba City, AZ

TUBA CITY – At approximately 8:30 am yesterday, the Coconino County Sheriff’s Office received information from Navajo Police Department in Tuba City of an armed barricaded subject at the Pasture Canyon Apartments belonging to the Tuba City Regional Health Care Corporation.

54-year old Allen Lynch, Jr. had barricaded himself in his residence after a domestic disturbance involving a discharge of a firearm and threats to a family member. Due to the involvement of a firearm in a residential neighborhood, a number of residents were evacuated.

Navajo Police requested the Coconino County Sheriff’s Office respond because the incident involved non-native individuals making it the jurisdiction of the Sheriff’s Office.

Over 7 hours of negotiations with the subject ensued afterwhich a robot from the Flagstaff Police Department was used to enter the residence where Mr. Lynch was located. The Tactical Team was able to secure the residence and take Mr. Lynch into custody.

Mr. Lynch was transported to the Tuba City Regional Health Care for medical evaluation and later booked into the Coconino County Detention Facility in Flagstaff under charges including Aggravated Assault with a Deadly Weapon, Disorderly Conduct with a Firearm, and Criminal Damage.

The Sheriff’s Office was assisted by the Navajo Police Department, Arizona Department of Public Safety, Flagstaff Police/Coconino Sheriff Tactical Team, Guardian Air based out of Tuba City, and Security Personnel from Tuba City Regional Health Care.

High speed chase ends in crash and manhunt in Williams

WILLIAMS – A chase by Yavapai County Sheriff’s deputies which began in Ash Fork ended in a crash at exit 165 in Williams at about 11. It appears there were three suspects, one was injured in the crash and one was apprehended at the ADOT yard on Route 66. A manhunt is in effect for one suspect, considered armed and dangerous.

Williams schools are currently on lock-down. Bearizona was on lock-down, but it appears they are allowing traffic out of the wild life park, but traffic is still being re-routed on Route 66. Traffic on I-40 still appears to be moving.

Details are not known about the cause of the chase or what the suspects were wanted for. There were gunshots fired, but there are no reports of injuries at this time.

Units from the Williams Police Department, Coconino County Sheriff’s office and the Department of Public Safety are participating in the search.

Williams responds to overturned semi on I-40

WILLIAMS – Williams first responders responded to an overturned semi-truck on I-40 about five-miles east of Williams about 9:10 a.m. The multi-agency response also consisted of Arizona Department of Public Safety, Lifeline ambulance and animal control from Flagstaff.

A semi-truck with a load of chicken overturned on I-40 westbound about five-miles west of Williams landing approximately 130-feet off of the freeway. The driver suffered minor lacerations to the face and was transported by Lifeline Ambulance to Flagstaff Medical Facility.

The driver had five Chihuahuas in the cab which appear to have not been injured. The report is three Chihuahua adults and two pups. A team from Flagstaff was dispatched to take care of the dogs.

Citizen Involved Shooting on SR87 near Blue Ridge Area

160628-shooting-1 FLAGSTAFF — Two people are in custody and one person in stable condition after two citizens shot at a suspected DUI driver on SR87 near milepost 278.

On Monday June 27, 2016 around 2:30 pm the Sheriff’s Office received a report from the Arizona Department of Public Safety (DPS) of a shooting that occurred on SR87 near milepost 278. The DPS Troopers had two male subjects detained who were involved in the shooting. Medics were tending to a male victim who had received a gunshot wound to the chest. A Sheriff’s Office Detective responded from our Flagstaff office to investigate the incident.

38-year-old Shane A Tebo and 28-year-old Brandon M. Vongthongthip (both of Phoenix, AZ) were traveling north on SR87 when they observed what they believed to be a DUI driver traveling behind them who they reported was swerving in and out of his lane. They called 911 to report the driver, and an attempt to locate was dispatched to DPS Troopers in the area. Mr. Tebo was driving at the time, and attempted to slow or block the suspected DUI driver. At one point, the suspect DUI driver drove off the road into a ditch. At that time, Mr. Tebo drove his vehicle up next to the vehicle in the ditch to block the driver from returning to the road.

Mr. Tebo and Mr. Vongthongthip both were openly carrying Glock firearms and ammunition on their belts. Mr. Tebo exited his vehicle and attempted to take the keys from the suspected DUI driver whose vehicle was still running, but he could not get between the vehicles.

The vehicle being driven by the suspected DUI driver, 31-year-old Jesse G. Olsson (of Payson, AZ), apparently moved forward. At that time, Mr. Tebo shot several rounds into the engine block of the car trying to stop the car and the driver. The vehicle moved forward again at which time Mr. Vongthongthip fired several shots from his passenger seat at the suspected DUI driver. The driver of the DUI vehicle suffered a gunshot wound to his chest.

Around this time, an Arizona Department of Transportation vehicle and crew had observed the two vehicles in the ditch and had turned around to offer assistance. They observed the weapons and a person on the ground. They radioed their dispatch who contacted DPS. DPS Troopers responded, secured the scene and detained the two shooters.

Medical personnel from Pine-Strawberry Fire and Medics continued to treat the victim who was then airlifted by DPS Air Rescue to John C. Lincoln hospital. The victim Mr. Olsson is in stable condition but has not been able to give a statement to investigators. Detectives continue the investigation into the possible role of DUI in this incident.

Shane A Tebo and Brandon M. Vongthongthip were booked into the Coconino County Detention Facility in Flagstaff, AZ. Mr. Tebo was booked on Aggravated Assault, Disorderly Conduct with a Weapon, and Disorderly Conduct. Mr. Vongthongthip was booked on Second Degree (Attempted) Homicide, Aggravated Assault, Disorderly Conduct with a Weapon and Disorderly Conduct.

Rescuers Respond to Paria Canyon Twice in Two Days

FLAGSTAFF — On Sunday, September 27, the Sheriff’s Office was made aware of a sick hiker in Paria Canyon in very close proximity to where the previously described response occurred. The DPS helicopter based in Kingman responded, located the ill hiker, and landed. The individual was flown out of the canyon and subsequently refused any medical treatment.

Yesterday at about 5:00 pm, the Coconino County Sheriff’s Office was contacted by a Kane County Utah Sheriff’s Deputy who advised of a personal locater beacon spot activation in Paria Canyon approximately 8 miles upstream from Lees Ferry. The family members of the hikers in possession of the device, indicated to investigators that the distress signal was a level 2 which indicates the individuals initiating the signal are sick or injured and need help as soon as possible.

Due to the late hour of the day, the impending darkness and the rugged terrain, an air search was conducted by the Arizona Department of Public Safety Air Rescue Helicopter based in Flagstaff—instead of a ground search. The helicopter left the airport at 5:30 pm and arrived at the location where the device was activated an hour later and began an air search.

Crew members spotted the hikers approximately 1 mile downstream from the initiation point. The pilot was able to safely land the helicopter and crew members made contact with the group of hikers. According to one of the individuals, he was changing the batteries in the spot locater and accidentally activated the level 2 emergency signal. None of the party members required transport and the DPS helicopter returned to Flagstaff.

The Coconino County Sheriff’s Office would like to thank the Arizona Department of Public Safety for the availability of air rescue helicopters and crews. This vital service is extensively utilized by the Sheriff’s Office throughout Coconino County on search and rescue assignments and a wide variety of other law enforcement related missions.

2015 Fall Session of the Northern Arizona Citizen’s Police Academy Open for Enrollment

flagstaff-policeFLAGSTAFF — The Flagstaff Police Department, Coconino County Sheriff’s Office, Northern Arizona University Police Department and the Arizona Department of Public Safety are pleased to announce that the 2015 Fall Session of the Northern Arizona Citizen’s Police Academy (CPA) will begin on Wednesday, September, 2015 at 6:00 pm.

CPA is a multi-agency program designed to promote awareness and understanding thus fostering a partnership of trust and shared responsibility between interested law abiding citizens and law enforcement. This 10 week 13 class program meets on Wednesday nights and couple of Saturday’s beginning September 9, 2015. Wednesday night classes are held at the Brent Cooper memorial auditorium located at 911 E. Sawmill Road, Flagstaff Arizona from 6 p.m. to 9 p.m. Participation in this program is free of charge and open to all law abiding community members.

Topics that are covered include:
1. Tour of the Coconino County Detention Facility
2. Overview of Felony Crimes and Criminal Investigations
3. Tour of the AZ Department of Public Safety Crime Laboratory

Coconino Sheriff’s Deputies Respond to Numerous Calls for Service during the Weekend

coco-sheriff-300pxFLAGSTAFF — Three community events (Too Broke for Sturgis, Firefly, and Made in the Shade) each attracting a large number of attendees occurred in Coconino County this past weekend.

Too Broke for Sturgis was a four day event from June 11-14 that took place at Mormon Lake. Promoters estimated that approximately 1,500 motorcycle enthusiasts attended this event and camped in the area.

Firefly is described by its promoters as a gathering focused on manifesting vision of a co-creative, nurturing and loving community that fosters a healing, healthy lifestyle partnered with conscious celebration and spiritual peak experiences. Promoters estimated the attendance to be approximately 1,400.

The third event was the Made in the Shade Beer Tasting Festival that took place at the Pepsi Amphitheater at the Coconino County Fairgrounds on Saturday, June 13 from 1-5 pm.

Calls for service ranged from an accidental shooting at the Too Broke for Sturgis event (report S15-02234) to a one vehicle non-injury rollover collision on a dirt road near Blue Ridge (report S15-02236).

On Friday evening Deputies respond to a campsite at the Too Broke for Sturgis event on the report of an accidental shooting. According to witnesses an intoxicated adult male took a handgun out of a shoulder holster he was wearing and accidentally inflicted a through and through gunshot wound to his left hand. Deputies estimated that after exiting the victim’s hand the bullet continued to travel and missed striking a bystander by less than one foot. The bullet came to rest in the tire of a nearby vehicle. The individual who accidentally shot himself in the hand was transported by Guardian Medical Transport to the Flagstaff Medical Center where he was treated for non-life-threatening injuries. Deputies and Detectives are continuing this Felony Endangerment investigation (report S15-02234).

On Saturday Deputies assigned to the Williams Grand Canyon District assisted U.S. Forest Service Law Enforcement officers with the arrest of a violent and combative individual for Aggravated Assault on a Law Enforcement Officer in the area of Forest Service Roads FS17 and FS12 (report S15-02357).

On Sunday Sheriff’s Deputies, Navajo Nation Police Officers, and Arizona Department of Public Safety Officers responded to the report of a fight involving multiple combatants along the side of Highway 89 in the area of milepost 456. Upon their arrival many of the participants were still present and it was determined to be Navajo Nation Police jurisdiction. Deputies arrested one of the participants who was the subject of an outstanding arrest warrant (report S15-02263).

During the weekend Deputies assigned to the Blue Ridge, Flagstaff, Forest Lakes, Oak Creek Canyon and Williams/Grand Canyon districts responded or conducted 27 public assists and motorists assists, conducted 222 area patrols and business checks, responded to 14 reports of disorderly conduct, assisted with 18 calls for medical assistance, investigated 7 reports of property crimes and 5 crimes against persons.

They conducted 48 traffic stops, responded to 2 calls involving firearms, investigated 5 non-injury or injury motor vehicle collisions, arrested 2 individuals for DUI, and responded to incidents involving Domestic Violence.

Sheriff’s Deputies and Coconino County Search and Rescue personnel also responded to 8 reports of missing persons, overdue hikers and injured hikers.

Injured hiker rescued from the Grand Canyon Monday

640-GC-Rescue-03GRAND CANYON – Elements from the Coconino County Sheriff’s Search and Rescue, Arizona DPS, Flagstaff Fire Department and National Park Service performed a dramatic rescue at the Grand Canyon in the early morning hours Monday. A 68-year-old Tuscon woman was injured when she fell from a trail while hiking.

The female hiker was hiking with two others along the Clear Creek Trail on Sunday, November 2 when about 7 p.m. she slipped and fell down a slope off of the trail. The hikers fall stopped with her head down slope and about three feet from a cliff’s edge that dropped down 80 feet to the creek bed below. When the hiker attempted to recover and move, she would slide further down slope due to very loose soil and rocks. The victim, fearing that she would slide over the cliff edge, lay still as her two friends activated a satellite emergency notification device or SPOT device.
640-GC-Rescue-02The National Park Service at the Grand Canyon’s South Rim was advised of the emergency notification and sent a ranger to area of the SPOT alert. The park service ranger hiked for six hours from Phantom Ranch, reaching the victim around 3:00 a.m. Rangers determined the victim had suffered some type of injury to her leg. Due to the dangerous and unstable ground, the Park Service requested assistance from the Coconino County Sheriff’s Office Search and Rescue Unit and the Arizona Department of Public Safety Air Rescue helicopter, who have the capability to conduct night operations.

The DPS helicopter flew two heli-rescue members, one from the Coconino County Sheriff’s Office and the other from the Flagstaff Fire Department into the canyon where they were able to land about a mile away from the victim. Rescuers hiked to the area where they had to secure ropes and rappel down to the victim. The victim was secured by a harness and then “short hauled” or flown out with a rescuer.

The victim was flown to the Grand Canyon Heli-base at the South Rim where she was transferred to a ground ambulance and taken to the Grand Canyon Clinic. She was treated for a fractured ankle and hypothermia and later released.

Single Vehicle Roll-Over on Snowbowl Road Resulting in Serious Injury

DSCN2003FLAGSTAFF – A single-vehicle accident occurred on Wednesday resulting in a serious injury on Snowbowl road.

At approximately 4:58 pm the Coconino County Sheriff’s Office received a report of a traffic collision on Snowbowl Road in the area of mile post 3.4. Upon arrival Deputies found a Freightliner flatbed utility truck rolled over.

The investigation of Deputies revealed that the truck was owned by Allison Transmission from Indiana, and was being driven to test transmissions installed in commercial vehicles. Both occupants of the vehicle were also from Indiana. One occupant was trapped in the cab and required extrication by Summit Fire District responders.

The 23 year old driver and the 21 year old passenger were transported to Flagstaff Medical Center by Guardian Medical Transport. Forest Service and Arizona Department of Public Safety also assisted in the response to this incident.

The passenger sustained non-life threatening injuries and the driver is in critical condition. No cargo was being carried by the truck. Investigation of the roll-over event is ongoing with the assistance of the Arizona Department of Public Safety.
