PUBLIC NOTICE: Town of Prescott Valley AZPDES permit modification

PROPOSED ARIZONA POLLUTANT DISCHARGE ELIMINATION SYSTEM (AZPDES) PERMIT MODIFICATION

Pursuant to the Clean Water Act and in accordance with Arizona Administrative Code (A.A.C.) R18-9-A907, the Director of the Arizona Department of Environmental Quality (ADEQ) proposes to issue an Arizona Pollutant Discharge Elimination System (AZPDES) Permit to discharge pollutants to Waters of the United States to the following applicant, subject to certain effluent limitations and special conditions:

The Town of Prescott Valley operates a wastewater treatment plant (WWTP) that serves the town of Prescott Valley in Yavapai County, Arizona. On February 6, 2015, ADEQ received a request from the permittee to modify the AZPDES permit, which became effective April 12, 2012. The request was submitted to raise the zinc limit in the existing permit, thereby making compliance with zinc achievable. Reasonable potential (RP) analysis was performed using the past 4.5 years of data for zinc and hardness which resulted in no RP for zinc. The modified AZPDES permit would be for the discharge of up to 3.75 million gallons per day (mgd) of tertiary treated domestic wastewater from the Town of Prescott Valley WWTP to the Agua Fria River in the Upper Agua Fria River Basin. The WWTP has 3 outfalls located at: Township 14N, Range 1E, Section 16, Township 14N, Range 1W, Section 12, and Township 14N, Range 1E, Section 8. Other hardness dependent metals were also reviewed using the most recent hardness data resulting in no RP for cadmium and silver. The modification would therefore remove limits for cadmium, silver, and zinc.

Persons may submit comments or request a public hearing on the proposed action in writing, to Ramona Chomor, Arizona Department of Environmental Quality, Water Quality Division, 1110 W. All written comments received by ADEQ by the close of business on the date 30 days after publication of this notice will be considered in the final permit decision. A public hearing request must be in writing and must include the reasons for such request. If there is a significant degree of public interest, the Director will hold a hearing in accordance with A.A.C. R18-9-A908(B).
