AZDPS uses police grappler bumper to stop street racing suspects

MESA — On Saturday, June 10, 2023, Arizona Department of Public Safety (AZDPS) troopers and fellow Street Racing Task Force partners responded to reports of vehicles involved in intersection takeovers throughout the Valley.During an incident at an intersection in Mesa, one of the involved drivers struck a pedestrian participant and then fled the scene. With assistance from task force partners – including the City of Mesa Police Department, Phoenix Police Department and Tempe Police Department – the suspect vehicle was located and an AZDPS sergeant successfully deployed the Grappler Police Bumper, netting one of the vehicle’s rear tires and bringing it to a safe stop.

The driver and passenger, both 17-year-old males, were detained and cited for street racing and the vehicle was impounded.

Street racing and intersection takeovers not only pose a significant disruption for other motorists, but they also endanger the lives of participants, pedestrians, and everyone on the road. Anyone caught engaging in street racing may face penalties including a 20-day vehicle impound, fines, community restitution, and the possibility of jail time for second and subsequent offenses.

Update on Death and Attempted Stabbing Near Gray Mountain

GRAY MOUNTAIN – The Coconino County Sheriff’s Office is continuing to investigate the incident that occurred on Highway 89N near Gray Mountain on 08/05/19. Detectives have identified the male subject that died on scene as 35-year-old Richard Osburn from Oklahoma. A preliminary autopsy finding by the Coconino County Medical Examiner’s Office suggest that Osburn died from blunt force trauma to the head most likely sustained from the him falling from the vehicle onto Highway 89N. There were no other significant injures found on Osburn that would be responsible for or contribute to his death.

investigation showed that Osburn and his wife were traveling southbound on Highway 89N. Osburn was driving their vehicle when the vehicle traveled southbound in the northbound lane near the Sinagua Trading Post. Osburn eventually attempted to correct his position and traveled across the median of Highway 89N causing damage to the vehicle.

Osburn stopped their vehicle and was approached by other civilian motorists who were attempting to assist him. Osburn exited his vehicle and began acting aggressive towards them. During this time the couple from Conway, Arkansas arrived to assist. Osburn approached them continuing with his aggressive behavior. The Arkansas couple got back into their vehicle, with the female victim driving, and started to leave the scene.

They observed Osburn running at their vehicle as they pulled out on the highway. Osburn jumped onto the roof of the vehicle. The female victim accelerated onto Highway 89N southbound.

Osburn, while on top of the vehicle, produced a fixed blade knife and smashed the glass sunroof out of the victim’s vehicle. Osburn then pulled his upper torso into the passenger compartment of the victim’s vehicle and began grabbing at the female driver. During this time, Osburn attempted to stab the female driver with his knife. All the while the male victim was attempting to defend himself and the female victim from the front passenger seat. Eventually, the male victim was able to push Osburn back out of the sunroof.

The female victim initiated an evasive maneuver with the vehicle which caused Osburn to fall from the roof of the vehicle at speeds estimated between 60-70 miles an hour. At this point, it appears as though Osburn died as a result of the injury sustained when he impacted the roadway.

Obsurn’s wife was interviewed at the Sheriff’s Office in Flagstaff and has been cooperative with the investigation. She was released to a friend and Victim Witness services.

Coconino County Investigating Death and Attempted Stabbing Near Gray Mountain

GRAY MOUNTAIN – On August 5, 2019 at 1:10 pm, Coconino County Sheriff’s Deputies and Arizona Department of Public Safety Troopers from Flagstaff responded to Highway 89N near Gray Mountain for a motor vehicle accident, stabbing and death.

The first deputy on scene arrived at 1:34 pm and closed the highway in both directions. The Deputy observed a male body in the middle of the south bound lane. The Deputy checked for vitals and none were found. The subject showed signs of multiple injuries and heavy bleeding. Witnesses advised that a vehicle just south of the location may have been involved and that there was a stabbing victim at the vehicle.

Investigation revealed a couple out of Arkansas were traveling southbound on Highway 89N when they stopped to assist a vehicle that had possibly been involved in an accident. When the couple approached the vehicle, a male suspect from that vehicle ran at them with one hand behind his back.

The male suspect armed with a knife jumped on top of the victim’s car and began to break the sunroof. A struggle ensued between the male passenger and the suspect on top of the car. The female driver attempted to drive away while the male passenger tried to push the suspect away from the car. While the victims were trying to drive off and while the two males were struggling, the vehicle swerved. The suspect fell off the top of the car into the roadway where he was located upon arrival of law enforcement.

Victim and witness accounts indicate the vehicle traveled approximately ¼ to ½ mile at estimated speeds of 60 to 70 miles per hour before the suspect came off the roof and onto the road way. The male stabbing victim was treated on scene and transported to Flagstaff Medical Center for non-life-threatening wounds to his hands. The female victim was treated and released on scene by medics. The suspect’s wife was transport to the Coconino County Sheriff’s Office for questioning.

This matter is still under investigation by the Coconino County Sheriff’s Office and the Coconino County Medical Examiner’s Office. No further information is available at this time. The Arizona Department of Public Safety will be handling any road closure matters.

Investigation of Homicide in Doney Park

FLAGSTAFF – Sheriff’s deputies respond to a domestic violence call at about 7 a.m. yesterday. A reporting party notified the Sheriff’s department that a male fled the scene.

The deputies found 35-year-old Crystal L. Morgan of Doney Park on the scene with several stab wounds. Medical assistance was summoned and she was pronounced dead on the scene.

Deputies sought 38-year-old Timothy M. Duran, Morgan’s ex-husband. The Sheriff’s department received information that the vehicle of the suspect was headed southbound on I-17. The Yavapai County Sheriff’s Office and Arizona Department of Public Safety assisted Coconino in stopping the vehicle on the I-17 at about 9:30.

Duran was booked into into the Coconino County Detention Facility on charges of First-Degree Homicide and Aggravated Assault with a Deadly Weapon.

Crystal Morgan was transported to the Coconino County Medical Examiner’s Office which will conduct an autopsy and further investigation to determine cause of death. The investigation is on-going.

Law Enforcement Response to Barricaded Subject – Williams

WILLIAMS, ARIZONA – Coconino County Sheriff’s Office along with Williams Police Department, Arizona Department of Public Safety, and Northern Arizona Tactical Team are currently on scene of an armed subject, barricaded inside his vehicle in the area of the Safeway grocery store in Williams, Arizona. At this time, no shots have been fired. There are no reports of injuries. A perimeter has been established and negotiations with the person are ongoing.

Law enforcement are asking that the public avoid the area. We will provide further information as it becomes available.

Multi-Agency Rescue of Injured Hiker on Mt Elden

FLAGSTAFF — On October 21 at approximately 2:53 pm the Coconino County Sheriff’s Office, responded to Mount Elden Trail and Sunset Trail for the report of an injured adult female hiker incapable of extricating herself.

The adult female hiker from Kayenta was reported to have a lower leg injury that made her unable to continue her hike. Bystanders provided aid until emergency responders arrived at the scene. Emergency responders hiked to the patient’s location and initiated care while Search and Rescue hiked in with a litter, litter wheel, and warming blankets to assist with carrying her out.

The Department of Public Safety Air Rescue Helicopter had been staged at the top of Mount Elden. The patient arrived at the top of Mount Elden and was transferred to the helicopter at approximately 6:00 pm and flown to Flagstaff Medical Center for additional treatment.

The Coconino County Sheriff’s Office, Coconino County Sheriff’s Search and Rescue Unit, Summit Fire District, Guardian Medical Transport, and the Arizona Department of Public Safety Northern Air Rescue Unit responded to the injured hiker on the Mount Elden Lookout Trail near the intersection with the Sunset Trail.

This incident highlights the close working relationship between local public safety agencies to respond to and resolve rescue situations. The Coconino County Sheriff’s Office would like to thank the hikers who rendered aid prior to our arrival and remind hikers to be prepared for the unexpected emergency on the trail by carrying at least the Ten Essentials in addition to a charged cell phone.

Coconino Sheriff’s Office Responds to Body Below Bridge Near Munds Park

FLAGSTAFF — On April 27 at 12:29 a.m., Coconino County Sheriff’s Office deputies responded to a request from the Arizona Department of Public Safety to a bridge along Interstate 17 south of Munds Park where a body had been found deceased. The victim was located approximately 70 feet below the bridge.

A Department of Public Safety Officer conducted a check of a vehicle at that location believing it to be broken down. As he checked the area the Officer observed what he believed to be a body below the bridge.

The Pinewood Fire Department responded to the area and assisted CCSO Search and Rescue in the recovery of the body. The Victim is believed to be out of the Phoenix area. The Case is currently under investigation by the Sheriff’s Office and Coconino County Medical Examiner’s Office.

Carin Lamprakes and Kim McGowan found

FLAGSTAFF – The Attempt to Locate for the two women who were reported as missing persons by their families Carin Lamprakes and Kim McGowan has been cancelled. An Arizona Department of Public Safety Trooper came in contact with the two women in the greater Phoenix area. Nothing was found to be suspicious or to lead officers to believe they were endangered. The families of the women have been notified. The women have asked that their privacy be respected. Thank you to the public for your assistance in attempting to locate these women so that their welfare could be confirmed. They are no longer listed as missing persons.

Busy Monday morning for first responders

WILLIAMS – A busy, cold morning for first responders began with the Williams Fire Department responding to a fire at the Newpac Lumber yard at 675 Garland Prairie Road in Williams at about 4:50 a.m. The Williams Fire Department called for the assistance of the Sherwood Fire Department early in the fire and, with the workers at the Newpac Lumber yard, battled the blaze until about 9:10 when the fire department began overhaul procedures.The Williams Fire Department continually sprayed foam on the burning logs as the workers used cranes to move logs. The cause of the fire is currently under investigation.

A slight veil of smoke covered I-40, but the impact of visibility appears to be minimum. No injuries were reported.While the fire department was fighting this, the Ash Fork Fire Department, Department of Public Service and Lifeline Ambulance responded to a one-vehicle roll-over at mile 149 on I-40 at about 8:20 a.m. Fortunately no serious injury was reported. An investigation is ongoing.

Sheriff’s Office Responds to Barricaded Subject in Tuba City, AZ

TUBA CITY – At approximately 8:30 am yesterday, the Coconino County Sheriff’s Office received information from Navajo Police Department in Tuba City of an armed barricaded subject at the Pasture Canyon Apartments belonging to the Tuba City Regional Health Care Corporation.

54-year old Allen Lynch, Jr. had barricaded himself in his residence after a domestic disturbance involving a discharge of a firearm and threats to a family member. Due to the involvement of a firearm in a residential neighborhood, a number of residents were evacuated.

Navajo Police requested the Coconino County Sheriff’s Office respond because the incident involved non-native individuals making it the jurisdiction of the Sheriff’s Office.

Over 7 hours of negotiations with the subject ensued afterwhich a robot from the Flagstaff Police Department was used to enter the residence where Mr. Lynch was located. The Tactical Team was able to secure the residence and take Mr. Lynch into custody.

Mr. Lynch was transported to the Tuba City Regional Health Care for medical evaluation and later booked into the Coconino County Detention Facility in Flagstaff under charges including Aggravated Assault with a Deadly Weapon, Disorderly Conduct with a Firearm, and Criminal Damage.

The Sheriff’s Office was assisted by the Navajo Police Department, Arizona Department of Public Safety, Flagstaff Police/Coconino Sheriff Tactical Team, Guardian Air based out of Tuba City, and Security Personnel from Tuba City Regional Health Care.
