Notice of Public Hearing Regarding Board Proposal to Incur Long-Term Debt

FLAGSTAFF — In June, The Coconino County Board of Supervisors (Board) will be considering a long-term debt proposal in Coconino County.

The long-term debt will be used to finance the costs of road, transportation, and public safety projects in and for the County, acquisition of equipment, land and buildings, and construction, maintenance and improvements to County facilities, properties, and infrastructure.

The total estimated financing cost will be $89.9 million consisting of an estimated principal amount of $80 million and total estimated interest of $9.9 million.

The public hearing is scheduled to take place during the Board of Supervisors regular meeting on Tuesday, June 6, 2023, at 3:00 p.m., Arizona time. The Supervisors will hear this item as part of a public hearing during the regularly scheduled meeting via webinar technology using Zoom Teleconference.

The Board will receive oral comments at the hearing and will receive written comments at any time before 8:00 a.m., Arizona time, on the day which the resolution of intention with respect to the Agreement will be considered, which will be no earlier than June 21, 2023.

NOTICE OF PUBLIC HEARING ON PROPOSAL OF THE BOARD OF
SUPERVISORS OF COCONINO COUNTY, ARIZONA, TO INCUR A LONG-TERM
OBLIGATION NOT SECURED BY THE FULL FAITH AND CREDIT OF SUCH COUNTY

 

For purposes of Section 11-391, Arizona Revised Statutes, the Board of Supervisors (the “Board”) of Coconino County, Arizona (the “County”), will hold a public hearing on June 6, 2023, at 3:00 p.m., Arizona time, via webinar technology using Zoom (Zoom information below), regarding a purchase agreement (the “Agreement”) to be secured by a pledge of the revenues from excise taxes that the County now or hereafter levies, except for any taxes hereafter levied for an inconsistent purpose; excise taxes and transaction privilege (sales) taxes imposed and collected by the State of Arizona (the “State”), or any agency thereof, and returned, allocated or apportioned to the County, except the County’s share of any such taxes which by State law, rule or regulation must be expended for other purposes; vehicle license taxes distributed or deposited to the County’s general fund; and amounts remitted to the County by the U.S. Department of Interior (or any successor entity) pursuant to the federal Payment in Lieu of Taxes program, to finance the costs of road, transportation and public safety projects in and for the County, acquisition of equipment, land and buildings, and construction, maintenance and improvements to County facilities, properties and infrastructure.  (More detail about the foregoing will be provided in analysis provided to the Board at the hereinafter described hearing.)  The Agreement is estimated to be in the principal amount of $80,000,000 and, with total estimated interest of $9,941,153, to have a total estimated financing cost of $89,941,153.

Public forums set for 2017 pronghorn, elk hunt recommendations

pronghornPHOENIX — The Arizona Game and Fish Department will host four public forums to meet with constituents about developing the 2017 hunt recommendations for pronghorn, elk and population management seasons.

The department annually makes recommendations to the Arizona Game and Fish Commission regarding the management of game species for the annual hunting and trapping regulations, which establish the seasons, dates, bag limits, open areas and hunt permit-tag allocations, based on the framework of the hunt guidelines set by the commission every two years.

The meetings will be conducted from 6 to 8 p.m. at the following Game and Fish regional offices:

  • Wednesday, Oct. 19: Kingman, 5325 N. Stockton Hill Road.
  • Thursday, Oct. 20: Flagstaff, 3500 S. Lake Mary Road.
  • Wednesday, Oct. 26: Pinetop, 2878 E. White Mountain Blvd.
  • Thursday, Oct. 27: Mesa, 7200 E. University Drive.

Constituents who are interested in specific game management units within those regions will have the opportunity to discuss management direction. The proposed hunt recommendations will be outlined during a short presentation, which will be followed by an opportunity to submit comments regarding those recommendations. All comments will be reviewed by the department.

After the public forums have been completed, the final proposed draft hunt recommendations will be made available for public review at several regional open houses and posted on the department’s website at www.azgfd.gov/huntguidelines by Nov. 21, 2016.

Open houses will be conducted at the following Game and Fish regional offices:

The final 2017 pronghorn and elk hunt recommendations will be presented to the commission for consideration during its Dec. 3 meeting in Phoenix.

ADEQ meeting on TMDLs in Buckeye Thursday

BUCKEYE — The Arizona Department of Environmental Quality (ADEQ) has completed work on a Total Maximum Daily Load (TMDL) analyses for total boron and total selenium (chronic) impairing the water quality of the Middle Gila River. The TMDL analysis is a combined water quality improvement plan and pollutant budget that is designed to bring the impaired reach back to the attainment of water quality standards.

TMDL analyses are written to address point and nonpoint sources of pollution for water bodies on Arizona’s Impaired Waters list as required by the federal Clean Water Act.

A public meeting will be held at City Hall in Buckeye, Arizona on April 23, 2015 to release the draft TMDL document. The meeting will mark the beginning of a 30-day comment period for the general public.

Topics discussed at the meeting will include existing water quality conditions, the implications of impaired water quality on land uses, recreation, and aquatic habitat in the vicinity, and the status of legacy pesticide contamination of the Gila River. Actions stakeholders can take to improve water quality, and funding opportunities available for stakeholders who wish to become involved in making improvements will also be discussed.

Landowners, irrigation district personnel, treatment plant operators, local water managers, and citizens with an interest in water quality and land use issues are all welcome to attend.

State Route 30 study meeting set for Jan. 21 at Fowler Elementary School in West Phoenix

adot-logo3PHOENIX – The Arizona Department of Transportation will host a public meeting at Fowler Elementary School in West Phoenix on Wednesday evening, Jan. 21, to provide community members with information and receive comments about the planned State Route 30 transportation corridor.

Four potential alignments for State Route 30, along with a “no-build option,” are being studied by ADOT on behalf of the Maricopa Association of Governments, which serves as the Phoenix area’s freeway planning agency.

Any east-west SR 30 project would generally extend from 59th Avenue on the east to Perryville Road on the west, within boundaries of Lower Buckeye Road on the north and the Gila and Salt rivers on the south. Regional transportation planners have looked at SR 30 as a future way to provide additional freeway traffic capacity south of I-10 in the West Valley.

Under MAG’s Regional Transportation Plan for the metro Phoenix area, SR 30 is currently an unfunded long-range project anticipated for construction after 2026, if and when funding is available.

The SR 30 public meeting is scheduled as follows:

Who: Representatives from ADOT’s SR 30 Study Team will be available to answer questions. A brief presentation about the study also will be conducted at 6:15 p.m.

ADOT’s study is designed to determine a recommended alignment alternative for the potential SR 30 corridor, or to recommend a no-build option. The study was initiated in 2005 with agency and public meetings. Since that time, ADOT has researched engineering challenges and environmental issues and collected public and stakeholder input while developing the four potential SR 30 alignments.

After the Jan. 21 meeting, comments for the SR 30 study also can be submitted through Feb. 20. Comments can be sent online at azdot.gov/SR30 or by email at SR30@azdot.gov.
